Charles is employed as an administrator for the Wyoming Surgical Center. He grew up in Casper and attended Casper College in 1985-1987. As a student, Charles played basketball for Swede Erickson.

He graduated from University of Wyoming in 1990 with a Bachelor of Science in Finance. He and his wife Nancy have 3 girls -- Megan, Emily and Kate.
